Aleksander Grygier 59549e01b6 ci : rename backend-only release jobs to windows-backend-* (#27731) ...

Makes it explicit in the job names that windows-backend,
windows-backend-cuda and windows-backend-sycl build only the ggml
backend library. ccache keys updated to include -backend- for
consistency.
