test_collection_creation_after_dropping flaked when a collection operation
sent to a random follower was forwarded to the leader as a single MsgPropose
that got lost (e.g. dropped by a peer that just lost leadership). Nothing
re-proposes it, so the request timed out and the operation never committed.

- Route every delete/create in the recreation test to the current leader and
  drop the random peer choice; add client timeouts to all HTTP calls.
- Add test_forwarded_collection_op: the leader's peer proxy holds the
  follower's forwarded create/delete MsgPropose. The delivered control
  releases it and must succeed. The dropped case holds it until the
  follower's Raft send deadline cancels it.
