* feat: live_reload for read-only quantized vectors

* Propagate live_reload params through quantized chunked storage

Thread fs, deleted_points, new_points and hw_counter through the full
quantized live_reload chain instead of synthesizing empty deltas and a
disposable hardware counter at the leaf storages.
