* [CachedFs] new `schedule` and `wait_all` primitives

* [AppendableIdTracker] don't reopen if just opened

* eager NotFound in `schedule_open`

* add traces for async reads

* finish `preopen`/`preload` with `wait_all`

* lock all segments in parallel for `live_reload`

* LIST before everything

to do: we don't have whole-fetch in async mode. to prevent sequential
`len`, we won't overlap static files with LIST.

* `wait_all` returns nothing
