examples : fix executable example targets (#3600)

* cmake:
    - added `whisper-` prefix to unprefixed targets: `quantize`, `lsp`,
      `vad-speech-segments`
    - added `install(TARGETS ${TARGET} RUNTIME)` where it was missing
