6fc7c33b4c whisper : expose internal VAD speech segments (#3916)
When transcribing with params.vad = true, whisper already computes the speech
segments and keeps them in the state. Expose them so callers can reuse those
boundaries (for example to align or clip subtitles to speech) instead of running
a second, separate VAD pass.

Times are on the original audio timeline in centiseconds; the count is 0 when VAD
was not used. test-vad-full.cpp checks the segments are ordered and non-empty.

5cad7abb1e whisper : map token timestamps to original time when VAD is enabled (#3910)
whisper_full_get_token_data().t0/t1 are in the VAD-processed timeline (silences
removed), so they don't line up with the original audio. Add
whisper_full_get_token_t0/t1 that map them back.

A token inside a speech segment is interpolated within it; a token that falls in a
removed inter-segment silence snaps to the nearest boundary, so it never lands in
the middle of a cut-out gap. Without VAD the raw times are returned unchanged.

d566358a1d tests : update VAD tests to use Silero V6.2.0 (#3534)
* tests : update VAD tests to use Silero V6.2.0

This commit updates the VAD tests to use the Silero V6.2.0 instead of
V5.1.2. I'm was not sure if we needed to keep testing for both versions,
but opted to just update to the latest version for simplicity.

* wasm : use C++17 for emscripten builds

This commit updates the CMakeLists.txt file to explicitly set the C++
standard to C++17 when building with Emscripten.

The motivation for this change is that building with Emscripten
will currently fail locally and on CI with the following error:
```console
9bfc535130 tests : use CMake definitions for model/sample paths (#3406)
This commit modifies the test-vad and test-vad-full tests to use CMake
definitions for the model and sample paths.
The motivation for this is that currently the tests use relative paths
which might not always be correct depending on the working directory.
With the changes in this commit the tests can be run usins ctest:
```console
$ ctest -R ^test-vad$ --test-dir build
```
Or directly (which is not currently possible without this fix):
```
./build/bin/test-vad
```
b9d27b1358 tests : add a new benchmark test for long-form audio (#3185)
* tests : add a new benchmark test for long-form audio
Based on "Earnings-21" corpus by Del Rio et al.
    Earnings-21: A Practical Benchmark for ASR in the Wild (2021)
    https://arxiv.org/abs/2104.11348
This dataset contains 39 hours of long-form speech, sourced from public
earning calls. Each recording contains roughly 50 minutes of English
dialogues between multiple speakers (2-20 persons).
This benchmark suite should allow us to evaluate the performance of
whisper.cpp on long-form audio data.
* tests : avoid crashing on non-UTF-8 characters
exception on invalid UTF-8 bytes.
* tests : try to interpret the hypothesis as Windows-1252
Based on the discussion in PR#3185.
Evidently Whisper.cpp can represent a quotation mark as '0x93', which
implifies Windows-1252 (Microsoft's ASCII excention), and cannot be
decoded by UTF-8.
Add an explicit decoding loop to address the issue.
* tests : Simplify how to set up Python environment
Based on a feedback from Georgi Gerganov.
Instead of setting up a virtual environment in Makefile, let users
their own preferred workflow/toolkit.
f31b404fcb tests : remove gh label test-whisper-cli-tiny-en (#2988)
This commit removes test-whisper-cli-tiny-en from the gh label.
The motivation for this change is that until recently the tests were
disabled. But now that they are enabled some of the tests, specifically
the ci jobs that use sanatizers (e.g. thread-sanitizer) take a long time
to run as they are instrumented.
Some of these jobs also have matricies which means that there are
multiple jobs are created that all run these tests.
The suggestion here is to limit the number of tests that are run in the
ci jobs so cut down the CI build time.
4200430e75 tests : re-enable tests [no ci] (#2977)
This commit re-enables the tests in the build process which are
currently commented out.
It is possible to build the tests using `-DWHISPER_BUILD_TESTS=ON` and
then run a single test using:
```console
$ ctest -R test-whisper-cli-tiny.en --test-dir build
Internal ctest changing into directory: /home/danbev/work/ai/whisper-work/build
Test project /home/danbev/work/ai/whisper-work/build
    Start 2: test-whisper-cli-tiny.en
1/1 Test #2: test-whisper-cli-tiny.en .........   Passed    4.44 sec

100% tests passed, 0 tests failed out of 1

Label Time Summary:
en      =   4.44 sec*proc (1 test)
gh      =   4.44 sec*proc (1 test)
tiny    =   4.44 sec*proc (1 test)

Total Test time (real) = 4.44 sec
```
Some of the tests take a long time to run so it might not be a good idea
to enable them in CI, or perhaps we could only run a subset of the tests
in CI.
